Per FIFA’s regulatory framework for late withdrawals, as stated on their Section 6.7 of the official regulations of the 2026 World Cup which mentions that the body shall decide at its sole discretion and take the necessary actions, including the direct possibility of replacing said federation with another national team, the most logical successor to Iran’s position would be Iraq.

As the next highest-ranked Asian Football Confederation (AFC) side not already qualified, Iraq—currently slated for the Intercontinental Playoffs in late March—would likely be elevated directly into the tournament field for June.

Such a promotion would create a secondary ripple effect, likely granting the United Arab Emirates a spot in the Intercontinental Playoffs to fill the vacancy left by Iraq.
