The number of players allowed for the NBA roster varies over the year, allowing teams to properly size potential spins over the summer and training camps so they can retract at the start of the season. Up to 20 players will be signed with the squad in the off-season. There are no minimums, but theoretically, during the off-season, a team may have no players.

However, after the regular season begins, the NBA team will only have up to 15 players during the regular season. Teams should have at least 14 squad members, with the exception of a period of two weeks where they are allowed to have 13. In most situations, 14 to 15 players can be on an NBA team.

However, up to two "two-way" contracts are also permitted for each club. There are players whose wages depend on the league in which they play (either the NBA or the G League). Furthermore, if the team's roster has excessive injuries, there is a possibility of a "hardship exemption" that authorizes clubs to have over 15 players. However, only 12 or 13 can feature in a game, thus they are called "active players", while the remaining are called "inactive".

When one of these players collects his sixth personal foul, he is disqualified from play. When a player earns his sixth foul, and all replacements are excluded, he will stay in the game and be charged with both a personal foul and a team foul. If there are only five eligible players and one of them suffers an injury, he must be substituted by the last player who has been disqualified for collecting six personal fouls.
